    "Headstart" speaks with Sen. Panfilo Lacson to get the latest on the proposed 2021 national budget and the implementing rules and regulations of the Anti-Terrorism Law. He gives his take on the institutional amendments, introduced by the small committee in the House of Representatives, to next year's spending bill amounting to P20 billion divided among departments and agencies that need more funding. Sen. Lacson stresses that amending the budget after it has been passed on third and final reading is unconstitutional, adding agencies under the Executive branch cannot be allowed to participate in the authorization phase of the budget process. He says most senators would like to further increase appropriation for the COVID-19 vaccine. Lastly, Sen. Lacson tackles concerns over the Anti-Terrorism Law's implementing rules and regulations, including the Anti-Terror Council's power to publicly tag people and groups as 'terrorists.'
